George Washington conducted an early American lottery in the 1760s to help finance the construction of Mountain Road in Virginia. Benjamin Franklin, another early supporter of the lottery, supported its use to pay for cannons during the Revolutionary War. According to the Vinson Institute, lottery play is inversely related to education level. Poor people were more likely to play the lottery than rich people. Similarly, lottery spending per person was higher in counties with greater African-American populations. The study also found that lottery play was associated with increased school enrollment.
